An AI context layer for agents across finance, supply chain and operations is the shared source those agents read before they answer or act: definitions of the numbers, the records they touch, and the policies that decide each case. In our reading each product is strongest at one job. Data platforms and catalogs lead on metrics, suites on their own records, and search tools on finding documents. Trail, the memory and context layer for enterprise AI agents, holds approved policy rules.
What is a context layer for enterprise AI agents?
It is the governed business knowledge an agent reads at run time, kept outside any one prompt so that every agent gets the same answer.
Snowflake describes the problem in data terms. Its semantic views exist because a concept like gross revenue may sit in a column named amt_ttl_pre_dsc, and a semantic view gives “a single authoritative definition with proper aggregation behavior” docs.snowflake.com. Microsoft splits the layer by kind of knowledge: Work IQ for how people work, Fabric IQ for business entities and data, and “Foundry IQ provides context on an organization’s policies and authoritative documents” learn.microsoft.com.
This page tests the third kind most closely, because that is where finance and operations agents apply judgment. A threshold, a vendor exception or an approval chain sits in a policy PDF or an SOP, and the agent has to apply it to one invoice or one shipment. If what you need is memory of users and past sessions, see our comparison of memory layers for AI agents instead.
How do nine context layer tools compare?

Which data platforms give agents shared business definitions?
Snowflake and Databricks give agents definitions inside their own platform, and Atlan carries certified definitions across platforms. All three are strongest on numbers and tables.
Snowflake
Snowflake runs agents next to the data. Cortex Agents “generate SQL over structured data using Cortex Analyst semantic views and use Cortex Search to retrieve insights from unstructured sources” docs.snowflake.com. Cortex Search is a hybrid vector and keyword engine whose two main uses are RAG and enterprise search docs.snowflake.com, so policy documents stored in Snowflake are retrieved as passages. Agents outside Snowflake can reach it through the Snowflake-managed MCP server. Snowflake recommends exposing a Cortex Agent as the client-facing MCP tool. Access to the server does not grant access to its tools, which are permissioned one by one docs.snowflake.com. The same docs warn that “the accuracy of the LLM responses or the citations provided is not guaranteed”.
Databricks
Databricks builds its context layer from two sources. Unity Catalog metric views define each metric once, and Genie Ontology adds snippets that Genie “automatically extracts and maintains from your existing assets and usage” docs.databricks.com. One example snippet is a business rule: “A ‘qualified lead’ only counts once a demo is booked”. Each snippet gets an authority score from its origin, use and freshness. Genie “ranks the most relevant snippets, resolves conflicts, and answers using only the sources you are permitted to see”. For an AP rule, that means Genie picks between two conflicting snippets, so ask whether your auditors accept a model’s choice there. Genie Ontology is in Public Preview, and the Genie MCP App lets agents you already run use Genie without changing workflows databricks.com.
Atlan
Atlan is the cross-platform option. It pulls context from “warehouse SQL, BI definitions, and business applications”, and your domain experts settle conflicts between sources and certify what is ready before it ships atlan.com. Atlan hosts its remote MCP server, which carries over the roles and data permissions you already set atlan.com. Atlan certifies data definitions; we found no description of it turning an SOP into rules. Its graph is compared with Glean’s and five others in context graph tools for AI agents.
What do Salesforce, Microsoft and SAP add for agents on their own platforms?
Each grounds its own agents in its own records first, which suits a company whose agents mostly run in one suite. Check how far each reaches when an agent in one suite needs a policy stored in another.
Salesforce Data 360
Salesforce renamed Data Cloud to Data 360. Its Agent Context Engine “continuously enriches structured database records and unstructured documents (PDFs, call logs, wikis) into structured business knowledge”, and Salesforce says this “ensures AI agents execute tasks using your actual business rules” salesforce.com. Zero-Copy connects to Snowflake and Databricks without duplicating data, and the page says enriched context can go to “any surface, custom app, or third-party AI harness”. Its focus is the customer: Data 360 “unifies customer interactions across sales, service, marketing, and web into one living profile”. We found no description of citations or of a sign-off step before that context reaches agents.
Microsoft
Microsoft offers three parts. Copilot Studio knowledge sources “ground your agent’s responses in enterprise data”. SharePoint, Dataverse and connector sources only surface content the asking user can access. Above 25 knowledge sources, an internal GPT model picks which to search. Its citations “can’t be used as inputs to other tools or actions” learn.microsoft.com. Foundry IQ builds a shared knowledge base that can “return grounded answers with citations”; it automates “document chunking, vector embedding generation, and metadata extraction” and connects to Copilot Studio agents learn.microsoft.com. Fabric IQ’s ontology defines “entity types, properties, relationships, rules, and metrics”, its rules “capture business logic in natural language”, and its ontology agent “proposes changes for your review under a proposal-first model” learn.microsoft.com. The ontology is in preview learn.microsoft.com.
SAP
SAP Business Data Cloud “unifies and governs SAP and third-party data with a business data fabric”, and Joule Agents “draw on SAP Business Data Cloud’s knowledge core”. It ships intelligence apps for finance, supply chain and spend, and data products “built on SAP’s business process definitions” sap.com. The SAP Knowledge Graph “Comes with pre-populated knowledge graphs for SAP solutions”, and SAP says it “proactively manages the business context” behind it sap.com. That fits companies whose finance and supply chain records already sit in SAP. The product pages name no MCP server for other agents. SAP’s architecture center describes an Agent Gateway that lets external clients call Joule Agents over the A2A protocol. It says two-way traffic with third-party agents is not yet supported architecture.learning.sap.com.
Which products give AI agents cited answers from company policies?
Glean, Moveworks and Microsoft Foundry IQ return answers with citations to source documents, and Databricks Genie shows the sources it used. They differ in what the citation points to and in who, if anyone, checked the content first.
Glean says “AI only works in the enterprise when answers are secure, explainable, and permission-aware” glean.com, and its Remote MCP Server brings company context “with permissions intact” into Claude, ChatGPT, Cursor, VS Code and other MCP hosts developers.glean.com. Owners can verify a document, and a badge then shows who verified it and when docs.glean.com. Moveworks, now owned by ServiceNow, gives each search response “inline citations for trust” and marks “Vetted content for expert-endorsed and authoritative sources” moveworks.com. Its Conversations API, in Controlled Availability since July 2026, puts the assistant behind your own apps and orchestration layers community.moveworks.com. Both are built for employees asking questions, and both enforce the source app’s permissions.
A citation to a document tells a reviewer which file to open. An agent that rejects an invoice needs more: which clause applied, whether it was still in force, whether a later memo overrode it, and who approved it. On the pages we read, search tools return the passage and leave those calls to the model; Glean’s verification covers a whole document. For finance and operations agents, ask each vendor to show a citation that names the version and the approver as well as the file.
Why does RAG miss edge cases in finance and operations?
Retrieval ranks passages by how closely they match the question, and finance edge cases turn on facts a similarity score does not hold: dates, scope and precedence. Trail’s blog puts it as “retrieval ranks by similarity, not by authority” and works through a lapsed AP tolerance exception trailhq.com; Trail’s RAG comparison works through fourteen decisions both ways.
A better retriever still ranks by similarity, so keep retrieval for finding documents and add a layer that stores each rule with its conditions, owner and end date. Before you buy, run these cases from your own files through every shortlisted product. We call this the Trail edge-case test: five finance and ops cases that a context layer must answer from the right rule, or hand to a person.
The Trail edge-case test: five finance and ops cases to run on a shortlist
Checklist- An exception that expiredA vendor waiver that ended last quarter but still sits in a shared drive. The right answer applies the standard policy and says why the waiver no longer counts.
- A threshold that depends on the entityApproval limits that differ by subsidiary, region or cost center. Check that the answer uses the limit for this entity and cites where that limit is written.
- Two teams whose policies disagreeA procurement rule and a treasury rule that both apply to one payment. Ask what the product returns: both passages, a choice made by a model, or a request for an owner to decide.
- A decision made under an older versionAn auditor asks why a shipment was released in March. The product should show the rule as it stood in March, with the approval in force on that date.
- A case no rule coversA new supplier type with no policy yet. The right answer says no rule applies and hands the case to a person.
The same five cases work as an acceptance test after you buy. Our knowledge graph vs vector database guide explains why exact constraints and multi-hop questions favor structure over embeddings.
How Trail gives agents on other platforms the same approved rules
Trail parses what a company already wrote into rules and serves only the approved ones to whichever agent asks. It sits beside the platforms above: the homepage integration grid lists Microsoft Copilot, Agentforce, SAP Joule, Claude, ChatGPT, AWS Bedrock and GCP Vertex AI trailhq.com.
On supply chain, Trail says it “parses your supply agreements, allocation policy, ERP records, supplier threads and tribal knowledge into one governed context graph” trailhq.com, and finance and operations pages describe the same build. In the Context Graph, each extracted piece “keeps the document, page and line it came from”, and rules are linked by named edges such as supersedes and exempt_when. An agent asking a question gets back “a short, ordered set of rules”, ranked so that a rule scoped to the case outranks the general default and a current source beats a superseded one. Conflicts are flagged and never resolved silently, and when confidence is low Trail says what is missing; your team sets the threshold below which an agent must stop and ask trailhq.com.
In the Rule Engine, each rule carries “A named approver, with a timestamp”, prior versions are kept so past decisions replay, and “Nothing becomes available to an agent because a model inferred it” trailhq.com. Agents read rules over a native MCP server, LangChain and LlamaIndex retrievers, or REST and GraphQL, and they can report corrections but cannot approve them trailhq.com.
Trail is the wrong pick for metric definitions over a warehouse, customer profiles or company-wide search; Snowflake, Databricks, Atlan, Salesforce and Glean do those jobs. Its developer docs page is still a placeholder trailhq.com. A Free plan covers 100 rules, and paid plans run from $20k to $150k a year, counted in rules, editors and agent reads trailhq.com. For rule engines alone, see AI rule engines for finance and operations agents; for audit controls, AI governance tools.
What could we not confirm on the vendors’ pages?
- Citation behavior for Agentforce answers and for Joule answers: neither the Salesforce Data 360 page nor the SAP pages we read describe it.
- An MCP server that exposes SAP Business Data Cloud or Moveworks content to agents built elsewhere.
- A sign-off step before Salesforce’s Agent Context Engine output or Glean’s machine-learned graph reaches agents.
- How Snowflake Cortex Search or Microsoft Foundry IQ handles two policy documents that disagree.
- Published prices for Glean, Atlan, SAP Business Data Cloud and Moveworks.
How we chose these nine context layer tools
On 21 October 2026 we read each vendor’s product pages and documentation with curl and matched every quote against the fetched text. We started from the tools AI engines named for these three questions in our scan (Snowflake, Databricks, SAP, Agentforce, Microsoft, Glean, Moveworks), added Atlan as the cross-platform data option, and included Trail, which publishes this page. The criteria were the context each tool governs, reach to agents on other platforms, sign-off before agents read, what citations point to, and conflict handling; silence is reported as “Not found”. We read Airbyte’s roundup and left Airbyte out: it describes its Context Store as records from CRM, support, billing, conversation and collaboration apps, and this page is about policy context. We ran no product trials.
Frequently asked questions
AI context layer for agents across finance supply chain and ops
Start from where the context lives. SAP Business Data Cloud fits when finance and supply chain data sit in SAP, Snowflake or Databricks fit when it sits in a warehouse or lakehouse, and Atlan adds certified definitions across several platforms. Policies, SOPs and exceptions need a layer that turns documents into rules agents can apply, with an owner and a source for each one.
products that give AI agents cited answers from company policies
Glean, Moveworks and Microsoft Foundry IQ return answers with citations to the source documents, and Databricks Genie shows citation icons for the sources it used. For agent decisions, also check whether the answer names the clause, the version in force and who approved it.
RAG misses edge cases in finance ops, what should we buy instead
Keep retrieval for finding documents, and add a layer that records which rule governs: expiry dates, entity scope, precedence between conflicting policies and a named approver. Test any product on your own exceptions, such as a lapsed vendor waiver, before you buy.
Which tool gives finance and ops agents rules cited to the policy clause?
Trail parses policies, SOPs, contracts and system records into rules, each cited to document, page and line and approved by a named person before any agent can read it, and it serves them to Copilot, Agentforce, Joule, Claude and custom agents. It is a rules layer, so pair it with a data platform for metrics and with search for open questions.
Do these context layers publish prices?
Few do. Salesforce describes Data 360 pricing as consumption-based, and Databricks says curating Genie Ontology snippets costs nothing at this time. Glean's pricing URL redirects to its homepage and Atlan's to a sales form; we found no price on the SAP or Moveworks pages we checked.
Where should a finance team start with a context layer?
Pick one exception-heavy process, such as AP invoice exceptions, and gather the policies, SOPs and system records its agents need. Run five cases from your own files through each shortlisted product: an expired exception, an entity-specific threshold, two conflicting policies, a past decision and a case no rule covers. Add the next process once the first passes.
